Phase I/II Assessments

Silver Wolf Consulting & Engineering, Inc. utilizes a two phase approach (Phase I and II) in the evaluation of potential environmental risk associated with real property conducted in accordance with the scope and limitations of American Standards for Testing and Materials (ASTM) Practice E1527-00.

The technical methods employed in Silver Wolf's Phase I Due Diligence program, allows an individual or corporate entity to meet the qualifications for "the innocent landowner defense" or "innocent purchaser defense" as prescribed by CERCLA, section 107(B)(3).

Phase I Environmental Site Assessment

A Phase I Environmental Assessment consists of an "all appropriate inquiry" into the site's environmental history including:

  • A site visit and evaluation with personal interviews which identify possible past, present, or potential environmental concerns or risks.
  • A review of pertinent data for the site, adjacent properties and properties within the vicinity, including regulatory information from federal, state, and local agencies.
  • A review of the site’s prior ownership with a minimum 50 year environmental search (i.e. title search).
  • Preparation of the Phase I report which summarizes findings of the historical research and assesses the degree of potential environmental concern for the site.

Phase II Environmental Site Assessment

When recommended by Silver Wolf, a Phase II Environmental Site Assessment serves to confirm or deny the potential presence of environmental impacts at the subject site as discovered and identified in the findings of the Phase I ESA. A Phase II ESA may consist of:

  • Soil sampling and analysis to identify suspected contaminants in the soil at the site
  • Groundwater sampling and analysis to identify suspected contaminants
  • Hazardous substance and sludge analysis
  • Lead in drinking water surveys
